I had a thought; the DA chase Cypher like no other Fallen, where ever he is found, Fallen are found.
In the photo Cypher is seen leading a mass of black armoured marines, some in robes.
So here's my conclusion; Cypher has been leading the DA to the corrupt fallen, the worst of the worst and letting them get killed, any loyalist or those that repented he has found a nice safe place for them to be kept, ready to fight when the day comes, hence this formation he has in the Trimulative pic
