So does that mean Salamanders don't have a separate Scout company, each company raises it's own Scouts, or the Scouts look out over the 7th settlement?
The Sergeants will come from the 7 Companies, but the Scouts have a separate Company whilst undergoing the training to become a fully fledged Battle Brother. I think you can paint them from the 7 Companies as it does say rejoin. So they are recruited into Companies and then depart to do training and return as fully fledged Bros.

Judging from the wording, there is a separate scout company, but it isn't considered a main company.
